LL87 mandates ASHRAE Level II energy audits and retro-commissioning of base building systems once every ten years if greater than 50,000 SF.
As part of New York City’s Greener, Greater Buildings Plan, Local Law 87 mandates that all buildings over 50,000 gross square feet undergo an ASHRAE Level II Energy Audit and retro-commissioning of base building systems once every ten years. Additionally, every ten years all owners must submit to the NYC Department of Buildings (DOB) an Energy Efficiency Report (EER) that summarizes the energy audit and retro-commissioning findings. The year you must comply with LL87 and submit your EER to the City is determined by the last digit of your tax block number. For example, a property with a tax block number ending in "-9" is due to file their EER by December 31, 2019.

Efficient Energy Compliance will provide a qualified Energy Auditor to perform a comprehensive ASHRAE Level II audit and assessment of base building systems including, but not limited to:

• Domestic Hot Water
In conducting the Energy Audit, we will identify energy efficiency measures and evaluate them for both energy and cost savings. These measures will be identified by capital upgrades or operational enhancements. Additionally, the team will identify probable utility incentive amounts and estimate third-party funding known to be available for specific recommended enhancements in order to offset implementation costs. A typical Level II audit will identify measures representing a savings of over 20% of energy consumption and a total project simple payback period of less than five years.
In coordination with the Energy Audit we will provide a qualified Retro-commissioning Agent to improve the operational efficiency of the audited base building systems per Local Law 87’s requirements in preparation for filing the mandated Energy Efficiency Report (EER).
Throughout the retro-commissioning process, Efficient Energy Compliance will ensure that existing systems are optimized for maximum energy savings and operating cost reductions while striving for extended equipment lifespans. In circumstances where the design, installation, retrofitting and replacement of equipment is recommended, Efficient Energy Compliance is capable of providing management and oversight of the entire process from end to end. When it comes to the implementation of more complicated measures we can provide additional services including identifying contractors, designing and filing upgrade plans and orchestrating all required special inspections.
After the energy audit and retro-commissioning are both completed Efficient Energy Compliance will file an Energy Efficiency Report for the audited property as required by Local Law 87. Included in this report are Professional Certifications for the
Energy Auditor and Retro-commissioning agent, Owner Statements and the completed Energy Audit and Retro-commissioning Tools.
